The scene at the end of This is England in which the character Milky is beaten almost to death by Combo creates shock due to Milky being a likeable character in which the audience can emphasise with. 

The build up to the beating is what ultimately creates the shock, as due to there being no non diegetic music the atmosphere is constantly tense and because of Stephen Graham's character being one of contradictory one we never know what to expect. The juxtapose from Combo appearing to align with Milky then to racially abusing Milky helps create a sense that something is going to erupt, but nothing upon that scale of intensity.
