-80s use of hard drugs (cocain etc) suggests that as the city has declined severely this has had an effect on the civilians, if we understood the contextual issues we could say the state are the reason for the decline, such that they promised housing which fell through (City of God) and was left to rot
-They are victims of their own environment - Knockout Ned has good guy traits however commits crime for the greater good (killing lil ze)
-Rocket however, escapes the criminal environment - narrative resolution - however if we understood the contextual issues more we could say the runts killing lil ze and taking over the city is more significant and showcases a severe on-going problem in brazil.
-Primary focus is to entertain and the escape of Rocket showcases a generic approach in which we do not in-fact need to understand the contextual issues to to take the preferred reading, however understanding the contextual issues would enhance out understanding and we may take a difference response to the film.
