In this scene we see multiple generations and ethnicity mixed together being united through the adoption of a surrogate culture. Throughout this scene US cultural references are reinforced with even the police adopting the cultures. The police officer is shown wearing a Notre Dame jacket but not the place in Paris but the American university. This demonstrates surrogate cultures but also when he is having Notre Dame called at him, it is an insult as they are calling the police officer feminine. 

In this scene we hear Vinz saying he wants to go to prison, this shows how their environment shapes the characters but especially Vinz. The need to go to prison is to gain respect and status as that is very important to him.
